Aptana

Newish program which has many built in highlighting features for all sorts of web based programming languages such as Ruby, Javascript and regular HTML. Some parts of the program are similar to Dreamweaver but I (Bob) think the two programs are complement each other if you're doing quite a bit of work. Find it on the Interweb here: Aptana website
