Came across a WMO document.  They suggest minimum standard soil temperature profile depths:

  5cm, 10cm, 20cm, 50cm, and 100cm below ground surface and the surface should be similar for an area of 75cm^2 above the profile.  WMO uses a bare ground standard which isn't really applicable but the rest of the information seems useful.
